New high resolution images of the Royal Oak have been released this week. Primarily to monitor the condition of the ship, as it continues to leak oil into Scap Flow. Looks intact basically. and there is a hole visible that could be a torpedo hole

According to this site http://www.btinternet.com/~warship/Feature/oak.htm it lies 90 feet below the surface. I thought it was more towards 40 meters (120 feet) but I could be mistaken. No special diving equipmen needed, recreational scuba diving is to 40 meters. The top of the hull only is 5 meters below the surface. BUT, nobody is allowed to dive the wreck. It's a well guarded war grave. Once a year, a memorial dive is made to the wreck to change the flag that is still waving from the hull.
